Spoken to Skoda who said I do not have the wiring loom for heated wheel so I cannot aftermarket fit one
Is that correct?

Try asking an auto electrician.
I would think it would be prohibitively expensive.
Not only would you need to amend the loom, supply a switch and buy a heated steering wheel which of course would also have to have an airbag.
